ebay and half.com dilemma

A question to all of you who sell on ebay: what does it mean when a buyer marks a payment as sent?

I sold an item on November 9. The buyer hadn't paid by the 11th, so I sent them an invoice. On the 13th, I checked ebay again, and instead of the standard dollar sign/"buyer has paid" icon, I saw an hourglass that said "buyer has marked the payment as sent". Here's a screenshot, for those who don't know what I'm talking about.

I have checked my Paypal account multiple times since then and I don't see a payment. If they paid by e-check, I should still see the pending transaction in my "payments received" section, right? I'm going to be really frustrated if the buyer is intentionally flaking on me, especially since I had to pay closing fees on the auction.

Is there anything I can do about this? I sent an email to the buyer, but I have received no response. In the past I would have started threatening to leave negative feedback at this point, but sellers can no longer leave negative/neutral for buyers. Will I be able to file a non-paying bidder complaint even though the buyer marked it as paid? Will I be able to get a refund on the listing/closing fees for the auction?

On a somewhat related note, does anyone know how to add images to the description of a half.com listing? I tried the standard "img src" html tag. The images showed up in the preview stage, but in the actual description, it just had the html text.
