Shige sat across from Koyama, he sighed, “the hearing of the VC vs. Chinen Yuuri will now begin. I have read the report of your attack Takaki-san, do you wish to add anything to it…”

Takaki frowned, “Not really.”

Shige shook his head in frustration, “I heard there was a second attack here.”

Inoo nodded, “That report was filled by Nikaido, he is part of my security team.”

Shige turned to Nikaido, “Nikaido-san, can you please give me a summary of what happened that night.”

Nikaido glanced at Hasshi before standing at attention as he began, “Inoo told me to fetch a case of human for Chinen. When I returned, I found the door to his suite open. I was furious. With his history, I knew I didn’t have time to call for back up. I ditched the case and ran towards the elevator calling a friend in surveillance. I found out he had gotten out on level four, that’s where the humans live. I was furious; I used my security code to make the elevator bypass level five. I ran out to see that brat with his fangs buried in Hasshi’s throat. I knocked him out and pulled him off. I carried Chinen in my arms with Hasshi on my back; I went and locked Chinen in his suite with a secure passcode. At that point, Hasshi...” here he relaxed his stance and placed a possessive hand on Hasshi’s shoulder, “Hasshi was beginning to turn, I didn’t have time to get him to the infirmary. I took him to my apartment, it was safer then letting him turn outside Chinen’s suite. He turned faster then normal; he turned in less then forty-five minutes. He picks up quick on our customs for a recently turned vamp. I left with few options at the time, I accept that I broke procedure but at the time, there was little choice.”

Shige watched as Hasshi placed a hand on Nikaido’s, “Thank you Nikaido-san. Ueda-sensei, have you examined both victims…”

Ueda blinked, he had been staring at Ryo again, “Examine them…I examined Takaki-san when he arrived and oversaw his turning. As for Hasshi-kun, I wasn’t aware of his turning until recently. I haven’t had the chance to examine him yet.” He turned to Nikaido, “Nika, he likes vamp doesn’t he…”

Nikaido snuck a glance at Hasshi, “Are you serious, he can’t keep his teeth off me.”

At that moment, everyone noticed the fresh scars on Nikaido’s neck.

Chinen snickered, “I told you fresh was better.”

Nikaido glared, “No one asked you, brat.”

Hasshi stood up and yelled at Chinen, shocking everyone, “I don’t mind that I’ve been turned but the circumstances could have been better. You can’t be that immature, Nikaido says we’re the same age, I don’t buy it. You are the most pathetic sixteen year-old I’ve ever met. Are you that jealous of people’s humanity that you have to take it without their consent? You are the worst example of our community, Nika’s right; you put us all in jeopardy, humans and vamps. I don’t agree that you should be staked but a good punishment is definitely in order. I don’t know Takaki-san feels about being a vampire but I enjoy it.”

Shige hadn’t personally met a victim of Chinen’s, much less two. He had never met a turned vamp that took to their lifestyle so quickly. “Thank you for your input Hasshi-san. I don’t plan on ordering Chinen to be staked. He’s too young for that drastic of a punishment, no matter how grievous his crime is. Kei…I mean Prime Minister Koyama had an interesting idea but I don’t quite agree with it. I have a better plan, everyone from the council agreed, that Chinen needs to learn responsibility. It is my ruling that you Chinen Yuuri-san are hereby ordered to be Takaki’s sponsor. You are responsible for all of his actions for the next year, at which time his deeds and your sponsorship will be re-evaluated. You will be judge accordingly, so be warned.”

Takaki stood quickly knocking his chair over, “What the hell! Does that mean? I want nothing to do with that brat. Unlike Hasshi here, I’m not comfortable being a freak yet.”

All the vampires in the room hissed at that.

Koyama stood quietly and placed a comforting hand on the younger man’s shoulder, “There’s no need to resort to name-calling. Vampires have existed with us for centuries. It has been the VC’s job to keep their numbers down and their interaction with the human population from being dangerous. Since Inoo’s rise as Asia’s number one blood dealer, things have gotten easier for them.

Shige chuckled, “Especially since the VC President and the Prime Minister are such good friends.”

All of the older vampires and those from the Prime Minister’s office snickered at the veiled comment.

Hasshi stared as Nikaido snickered, he didn’t understand what was so funny, he tugged on Nikaido’s shirt, “Nika, what’s so funny...” he whispered.

Nikaido threw an arm around his shoulder, “They’re sort of mated, only as far as we can tell Kato-sama doesn’t bit him. Although that doesn’t stop him from drinking Koyama-san’s blood, apparently the Prime Minister still donates blood for Kato-sama’s pleasure.”

Hasshi leaned into Nikaido’s embrace, “Okay, I understand now, thank you.”

Takaki didn’t know what was so funny and he didn’t really care, “I said I don’t want anything to do with him. Why doesn’t anyone listen to me.”

Shige turned to one of his newest kouhai, “Takaki-san, we have no choice. He has to learn, making him responsible for someone other then himself might keep him from attacking. You wouldn’t want someone else to go through what you have would you…”

Takaki frowned, “No, I still don’t want him.”

Ueda snickered, “But Takaki-san, he’s your type…you can’t much better defiant vamp then Chinen Yuuri.”

Takaki stared at Chinen, “He is…then I find that an intriguing idea.”

Chinen felt a cold rush of fear, “No…” he whispered.

Shige smiled, “It’s settled then, can we impose on you hospitality for awhile.”
