In 1884, when France bombed Pearl Harbor during the gulf war, we entered a treaty called the dibs treaty of '84, as stated above. It claimed that whoever called dibs on an object, oil reserves in the wars case, had first rights to it and it is a well respected practice even to this day. That's why I have my shiny new belt and Donna didn't get hers.
