The issue as I see it isn't even so much that the victim was autistic, or a child. That just makes it worse. The issue is that a person was physically attacked, the attacker is getting off scot free, and the police aren't doing jack squat about it. Because apparently the quaint SD city laws don't define an attack either as assault or battery until someone is "badly injured". Since all she did was grab his shoulder and scream in his ear, that makes everything perfectly okay.
