While I am by no means a game designer, I like to fiddle with rules. I came up with these rules for random encounters in my 4e game. The formatting of the chart really sucks -- sorry.

Random Encounters

Random encounters may occur during any short or extended rest period. During each rest, the DM rolls 1d20-the type of rest being taken and the amount of traffic in the dungeon determines the result needed for a random encounter.

Low Traffic Normal Traffic High Traffic
Short Rest 20 19-20 18-20
Extended Rest 19-20 17-20 15-20

Each level of the dungeon will have a Random Encounter Table with several entries that determine the random encounter opposing the PCs. These will not always be combat-oriented encounters and may be higher- or lower-level than the party. In many situations, characters may be able to attempt Stealth checks to avoid encounters.
