Having experience of conflicts with the authorities, cops and tax authorities. Knowing the ways to resolve them (formal and informal), and applying them in life. Able to create conditions for comfortable work and housing for employees.
I have a couple of such friends. If the masses had stood behind them, they could have turned the Russian Federation into a prosperous state.
