Financial aid woes

So my apartment-mate just found out that the school ran out of money and she won't recieve financial aid for this summer. The thing is, they just told her today, a week before session 1 starts, which really sucks for her. I am just wondering if this has happened to anyone else so far.

I think it is fucked up but since I don't know much about financial aid, I am not sure if this is normal or not.
