I think you have a valid point and this is something we could think about adding for next year. As a mod, the challenge for this exchange is, as always, getting enough people to participate and, more importantly, getting people to write. Part of that, of course, is making the challenge accessible to everyone. Maybe some people feel more comfortable writing under a sock or don't have an lj account, or they're simply new to fandom. If I implement a minimum fic requirement, I would be alienating the people who would be able to write for the exchange, and we'd end up with a smaller turnout or fills per participant ratio.
To be honest, I have contemplated the no-sock rule from the very beginning, but I didn't see much of a problem with it from the first round, It has sort of become a red flag in this round however, so that's something to consider.
And eek, I would prefer not to think of our participants as planning ahead for not meeting the deadline but I suppose it does explain some of the rather, er, flippant attitude I've noticed about being blacklisted.
