Depends on your definition. Obviously, proposal is merely a plan or promise of eventual marriage. Actually getting "married" as it is is rather tricky at the moment, but there is an equivalent legal structure in United Kingdom. Thanks to my double nationality and the recent changes in the Japanese legislature that is quite well attainable to us once we're both of age.

Shortly, yes, it is.
