Regarding the purpose of Akatsuki:

Akatsuki is an organization around 150 years old, officially. It has its bases in what amounts to the world's "Rennaisance," but had no solid plan of action until the beginnings of industrialization. Originally started to keep an eye on the influence of ninja in the world at large, as the world changed, Akatsuki dropped in number, and its' devout members became more radical.

As it stands today, there is only one cell remaining, at Konoha College. They get communications in various forms from their Mysterious Leader, the last remaining member from the organization's 'Glory Time.' With the introduction of mechanical war machines, like tanks and planes, to the last great world war, the Leader has decided that the time to make a decisive move is now.

Akatsuki has become a terrorist organization, in the guise of a public school Secret Organization-- outwardly harmless, and in truth, members may not even know what they are becoming, but slowly gaining purpose.

They will play both sides against the middle, ninja and civilian, in order to exact their vision of the future. In Akatsuki's mind, plunging the world into a second dark age, with themselves in power, is better than allowing ninjas to be treated like tools. To do this, the Leader is sending them on a search for a certain kind of power.

ANBU, an organization of students created a few decades ago, is suspicious of Akatsuki. It's possible they know things the other students and even staff and ninja families, do not. They're not going to cause a panic, but they're not going to roll over, either.
