If you are using PS9 (and maybe other versions) Im not sure.
Go to Layer > New Fill Layer>Solid Color
Change the mode and opacity (if stated) to what stated
A new box will come up, type in the color code you are given and click ok.

Hope that makes sense.

i don't know, i think i have the standard version...

LOL i have 5.5, but I've done several tutorials for C3 and haven't had any trouble.

A couple of different ways. :)

one - On PS, click Layer > New Layer > Solid Color. In that box, you can either click OK or where it says Mode, select whichever you need (Color Burn, Soft Light, whatever) and the percentage of the opacity (which is 100% in this case, so nothing needs to be done). Click OK. Another box comes up. Make sure have the "Color Picker" box and type in (or cut and paste) the color #. Click OK. If you chose not to select your Mode and Opacity, you can now click that on your Layers Palette.

-or-
two - in the layers palette, click on the little button that looks like a square with a little square. That will open up a new layer. Click on your color, type in the color #, click the paint bucket tool and fill the layer. Then change the mode and opacity on the layer's palette.
