If it wasn't notarized or legalized in any way, then annulling it shouldn't be a problem. There is no real system here, so whoever presided over the marriage should be able to take care of it.
The touch--it cannot be annulled if there was consummated. But if the procedure was just signing a contract, then there should be a clause for divorce. If there isn't anything like that in it, and there isn't anything prohibiting it, then the contract can likely just be voided.
... Right, no consummation. But regardless of whether its a divorce or not, you would have to have a copy of the contract, so it might be a good idea for... your comrade to get one.
