I think this is Sale's motto. He's playing it really careful with the mob, probably afraid they'll come after him next. This city can't afford to have someone like that in charge.

This stands on its own, I think, and I think it's a good one to stand by.

This definitely stands on its own.

The reason I will likely never consider most of the Gotham PD friends of mine nor will I ever consider the Bat-Man such.
