Most of what comes to mind is rather unsettling. Perhaps the supplies that constantly arrive are drugged?

It's possible they plan ahead as well, the creatures that we can hunt could be drugged before arrival~

I never implied that it didn't. Normally I would be inclined to believe that they primarily use these chips to control us, but considering the fact that they seem to have little opposition to use removing them, your idea is probably more likely.

I daresay it's a backup in the event of chip removal. Other Incidents only affected the chipped, so the last case may have been more significant?
