No, though that's what the Admiral says when it happens. It's more of a metaphor. When we 'take on water' it's really just a heads up that - well the most common theory, I think, is that we're brushing past worlds and taking on their characteristics, and apparently most of these worlds are themed. At some point, people were turned into children, or animals, or carnies...sometimes it effects all of us, sometimes only a few.
