What's the context? If the criteria for being a "men's magazine" is the demographic composition of the subscriber base, then both magazine's might well be classified as "men's magazines". If this page (1) is correct, 81% of the subscriber's to Popular Science are men. I would wager that the numbers for Scientific American are similar.
It's an ad selling magazines. If the TARGET audience for these magazines is men, (which perhaps it is), then I would agree.

I would argue that Car and Driver, Cycle World, and Boating should be listed under Sports/Outdoors, another category they have. I don't know some of the other magazines.
See, the problem is that they're splitting the magazines by gender in the first place. They should really just split them up by topic (which may be "women" in many cases, but you'll notice there's a big difference between Ladies' Home Journal and Self).
By the way, Scientific American Mind is the only magazine I subscribe to. My mom subscribes as well. I can't think of one guy off the top of my head who'd be interested enough to subscribe, but I know many women who would be. There's some awesome stuff in there.
