Errrrm, well, I always had trouble to upload a mood theme. There is a way how you can load it up quite fast, but first: I don't know anymore how this worked and second: that way never worked for me *lol*
So here's just the long and painful way (just kidding...a bit;)) to bring it up:
when it's a .zip-file you have to unzip it first. then load it up to your photobucket account. you think that all this already took long? wait for the next steps!
go to: "customize journal style* at your LJ click on "edit/create custom mood theme" then type in a name for your mood theme under "create a new theme" now you should see a page with tons of mood names and the options to put in links. Check out the dimensions of your mood theme pictures (width and height), insert them into the related boxes. Then search the direct link to the related mood picture from photobucket, insert it, too, and click on "save changes"
Some problems that might appear: (hopefully LJ fixed this in the meantime
