For Wolfram’s allegiances, I see him being more affected by them than Gwendal, who's proven that the kingdom is more important to him than anything else. The only reason Wolfram considered being king in the first place was to finish what Yuuri started and protect all the things he'd managed to change (because his allegiances had shifted to Yuuri), but he's also very proud of his Bielefeld heritage whether he's the heir to the territory or not (have they ever revealed how the heir to each territory is chosen??), and very much influenced by Waltorana's opinions (not liking humans and such). When Waltorana speaks, Wolfram shuts up, and looking over these first three episodes, it seems obvious to me how hard it was for him to have to diverge with his uncle on a matter of opinion. I feel that Waltorana has had far more influence and control over Wolfram than anyone else (even Gwendal, whom Wolfram looks up to, and definitely his Spitzweg family; somehow I don't think he cares all that much about Spitzweg). Considering also that Waltorana is the head of his family and Wolfram owes his allegiances to him, and obviously feels very obligated to him and indebted to him (since I believe it's stated that Waltorana had a large role in his upbringing), I can see how Waltorana could easily continue to influence him once he's on the throne (and that influence may be good or bad, depending on what Waltorana's motives are).

Wolfram definitely had the support of the people (or so it seemed), but I'm not too sure how much that support would have been worth in the long run. I don't remember seeing very many of the common people's thoughts, opinions, and reactions to him, which I don't find all that surprising. More likely than not, most of the common people aren't going to care who the king is so long as they can go about their lives as they always have. The people in the capital (and obviously those who work in the castle), and probably the people in Bielefeld as well, seem as if they'd be the only people who'd hold definite opinions of him (be they good or bad) since they have more contact with him in the capital and Bielefeld is his home territory.

Foreign opinion could also come into play. Their allies think well of him seeing as he's been with Yuuri and helped them as much as he has (albeit grudgingly in some instances), but they've always seemed more indulgent of him (and with Yuuri, too, for that matter) than respectful, while Gwendal has been shown to hold a great deal of respect from them (and is usually the one handling all the diplomatic work while Yuuri goes gallivanting around the world).

They are so married this season.
It certainly seems that way sometimes! It's always cute to see Wolfram planning for things further into the future, while Yuuri's just kind of, like, o_O; "Erm... no..." but at the same time doesn't seem all that determined to put a stop to it anymore, like he's resigned to the fact that he's probably stuck with him for the rest of his life and probably doesn't mind it all that much anymore.
