Well, yeah! I mean, there are things that don't completely... like, who comes and goes, for instance. But taking people to and from a world really isn't natural. It has to throw off the order of nature, and erm... well, I think maybe one way they keep it balanced is by how many people come and go. If they want to bring new people, they have to take others away first.
