Awww, yay, I'm so happy you love them! XD Simon is definitely one of my favourites - he takes after his father quite a bit, who is a DELICIOUS piece of pixel-meat! One of my friends said he looks rather British, which only makes him more delectable, imo.
Okay, as for the skintones, you can definitely have both in-game. Neither are default skin tones, so not all your sims will be freckled, just the ones you choose to make freckled/download with this skin. Freckles can definitely be inherited! As with these kids, you can see that some ended up with Haven's freckled skin tone, some with Milo's, and that'll be true of any two skin tones.
