World history in elementary and middle school? What have they been smoking? I vaguely remember a bit about these subjects from middle school, but it was minor at best. It may have been half of a marking period at best for world history. And US history wasn't covered beyond minor soundbites regarding individual names prior to high school. They're INSANE!!

That would just be a misunderstanding regarding statistics, right? Perhaps the goal is to be absolutely certain that the students coming out of the Nevada school system is in worse shape than those who write the rules. If that's the case they're off to a good start.
