A giant fire beetle is a vermin, and therefore mindless; it lacks an Int score, has no skills or feats, and is immune to mind-affecting effects.
The celestial template changes the Int of the creature to which it is applied to a minimum of 3.
Logically, applying this template to the aforementioned beetle would rid it of its immunity to mind-affecting effects and allow it to gain feats and skill points, no?
...something about this bothers me for some reason.
EDIT: Way to go, dumbass. The mindlessness is a vermin trait, and since a vermin to which the celestial template is applied becomes a magical beast, it's no longer mindless.
