My lady, I do not doubt your sense of duty, nor your will in following it, nor your skills in rebuilding Gondor. All I am saying is that no woman can take the throne. Yet, I did not say a woman could never rule the city. As a Regent, yes, for I am not sure if Stewards can be chosen without regard for the actual House of Stewards and it's rightful heirs... At any rate, my Lady, it can be done. However this will mean that there may come a time when someone with a rightful claim will take the throne, with no consideration for you or your husband. It would be the lawful choice... Though I do not presume to make your choices for you.

You must understand, my Lady. I have seen this city crumble into a doom far greater than the mere destruction of it's stone body, or the invasion of foul enemies into her streets. I have seen it turn aside tradition, the law and even common reason. My only wish is that the people know that they have a tradition, a proud one at that, that no man - or woman - is above the law, and that holding on to these things will benefit them and give them something to be proud about in their own daily life... A kingdom without justice or law is as unstable as thin ice - and would just as soon break under pressure.
