Of course.

Think about it Sirius. He couldn't stay with you because everybody thinks you're the traitor. He couldn't stay with anyone from the wizardly world because he'll become conceited; after all he's the 'boy who lived'. Besides, being with those relatives would protect him from any Death Eater that could seek him for 'revenge'.
