Time for a new tutorial. I've only tried this coloring on screen captures so I can't say it'll look right for all images.

Step One
- Curves Layer
RGB: Input; 66 / Output; 152
Input; 129 / Output; 190

Steph Two
- Color Balance
Midtones: 0, 0, +40
Shadows: 0, 0, -39
Highlights: 0, 0, +33
Preserve Luminosity: checked

Step Three
- Levels Layer
RGB: 30, 1.20 255
Red: 50, 1.60, 255
Blue: 30, 1.20, 255

Step Four
- Duplicate base, drag to top.
Set layer to Overlay @ 20%
