"Ropp quoted a part of this passage from Le Roy’s report as one example of why the idea of the autonomous torpedo boat had to be buried. He did not, however, cite the two last sentences that are quoted above: “this is a fatigue that affects morale rather than the physique, but that in the end inevitably affects the whole organism; I observe nevertheless that one ends up getting used to it.” Ropp thus omitted one of the main points in the arguments of the proponents of the jeune йcole: that these specialised boats needed well-trained and accustomed crews to function properly.
The main problem raised by the commanding officers was precisely that some of the crew members were inexperienced. There was general agreement among them that these boats were very demanding to operate, and that the crews had to be specially trained for duty aboard torpedo boats. An experienced crew would be better prepared to sustain the strain they would be exposed to serving aboard these small boats. A number of the commanding officers also stressed the need for an additional navigator. Being the only navigator aboard, the commanding officer was forced to spend almost all his time at sea on the bridge. This deprived them of necessary rest".
И вывод был не "миноносцы непригодны для действий в открытом море", а "для них нужны специально подготовленные экипажи".
In his comments made in the margin of Lieutenant Commander Marsi’s report, Aube underlined that the boats had proved to have good nautical qualities, and that the main problem was untrained crews. It is fair to say that Lieutenant Commander Marsi’s report supported such a conclusion.

К слову, отчёты об обратном пути выдержаны в более радостном духе; впрочем погода была лучше (лето как никак) и времени на переход потрачено меньше - №70 вышел 20 июля и пришёл в Шербур 3 августа, другие были даже шустрее, и часто шли на 10 узлах по 500 и более миль (правда - с приёмом угля на палубу в мешках). Один из командиров, говоря об экипаже, настаивал что барть в экипаж надо только добровольцев и только с согласия командира.
