Request filled for falanyel_86. Its not the exact icon you asked for but the coloring is pretty much the same, plus I added some extra stuff on this one so the more the merrier right. ;)

01. Crop your image to your liking, I'm doing one from Harrry Potter and the Chamber of Secrets. Cap by dj43.
02. After you have it cropped, sharpen once.
03. Go to Layer > Duplicate Layer > set to Screen 100% Use the smudge tool to smooth it out.
04. Go to Layer > New Adjustment Layer > Hue and Saturation set to Soft Light 100%
05. Next go to Layer > New Fill Layer > Solid Color and add this gradient #FDD17D
. Set it to Multiply 100%. The color is about right but try playing around with it, make sure its somehwere close to those brownish/light colors.
06. Next do the same thing but add this color #A5C1FF and set it to Color Burn 100%. You can also try to go a bit lighter but I liked the outcome in this one. Duplicate it as many times you think you may need or what you think looks good. I duplicated it twice.
07. You can keep it that way but I wanted it a bit brighter. So add #FFFFFF and set it to Soft Light 100%.
08. Then add this brush
I believe its by Thia or miggy. Set on black so you can see it.
09. I then added this shiny brush
