Ответ простой - дорого очень. Я вот что прочел:

То есть, 9 штук+ за неделю. В год 350 000. Сажать в тюрьму тоже невыгодно. По стране один год в тюрьме стоит 35 000 долларов, а в штате Нью Йорк, где, в отличие от Аризоны, нельзя содержать под открытым небом и кормить отбросами - так вообще 69 000 в год. Вот что делать с бомжами? А в городе Нью Йорк, где все дорого, так вообще:
