Otori Chotaroh done using 0.7 lead mechanical pencil. Took about an hour ten minutes.

if you are looking for an image modification program to clear the dots and coloring, photoshop is the best option, i'm not sure if its free though ^^

Gimp is another software which comes pretty close to photoshop, and its definitely free :) xD
