The dude in question...
...is a guy who goes to a lot of the same lives in Japan.
I have no clue where he's from, but he seems to like the same bands as me.
Most noticeably, he goes to see UnsraW & lynch. I remember first seeing him at Esaka when we went to see a bunch of bands. I went w/ lustfuldays & esthered that day. He was the one wearing gold who wouldn't budge from the center, nor would he participate during the live. He just stood there yelling Hazuki's name maniacally. D: (He did that to Yuuki too, and motioned to choke him one time. DDDDDDDDDX So weird.)
Anyway, the dude in the picture is named Kenichi Ito & was the guitarist from the aforementioned band. And he's not as skinny as he was in the picture anymore, considering I found it in an old magazine I had on my shelf dated back to June 2001. It's an old copy of Arena37c.

Disclaimer: This could all be a part of my imagination. I swear this dude looks just like him. It'd just be funny if he were famous.
Oh yea, and Reo (Kein) looks like Nao's (heidi.) daddy.
Same hair. Same lip piercing. Same level of morose.
