The Draft? (and action for chico residents)

So there is supposed to be a draft protest today here in chico from 5:30-7pm in front of the City Council Chambers on 4th and Main. Is there a draft being proposed? I dont get it.

But perhaps more importantly:

Tomorrow evening is the city council meeting covering, among other important issues, the 5 story parking structure at 2nd & Wall (the Farmers' Market). The council will also be voting on the increases to parking meter fees and hours. Enclosed is the letter the GPBC sent to city council members. It is important that as many people as possible contact the swing voters, whose candidacies the GPBC endorsed, on the city council. Let them know how you feel about parking structures, in particular, the one proposed at the site of the Farmers' Market.
