people have mistaken Axel saying things like "I would miss you" as "I would miss you because I care about you" as opposed to the more accurate "I miss you because you make me happy."

This is how I always interpreted the way Axel is with Roxas, as well. I previously thought that nobodies had an emotional response to things, but were unable to interpret their own emotions because of the lack of a heart, which is why they appear to act emotionally sometimes, even if it's a seemingly inappropriate emotion for the situation. I always thought that Roxas could have stirred up any emotion in Axel (and for whatever reason), but he interpreted the emotion as affection/friendly feelings because it was a happy event for him to feel anything at all.

However, your theory makes more sense the more I think about it, because the heart has more connotations of understanding and loving others than feeling your own emotions attached to it, so it's logical (in a Disney game that takes symbols of good and evil literally, anyway XD) that having no heart prevents you from being compassionate and feeling for others.
