Truthfully, I don't think it was ever really stated exactly how one becomes a god. It's possible that mere humans can become gods. Maybe in Castiel's world, the head god is actually called "God" because it's just a shortcut instead of an actual title? Kind of like "CEO" is used instead of the formal title?
Plus, with God getting over his writer's block, there's no telling where he went. He could be in a Paris garret writing whole new stories. So that means the official job of "God" is open even if God himself is on vacation. The question what's going to happen to Castiel if God decides he wants his job back. I don't think Castiel was ever #1 son.
Also, we don't know how God came into power. It's possible that he got his mojo the same way Castiel did. In that case, I can hear Bobby say, "Like father, like son, huh? And I thought our family was screwed up."
Okay, I know that Castiel opened Purgatory and absorbed all the souls inside. (Although I wonder...did he absorb ALL the souls, or just the human souls? And if he didn't take the monster souls, are they now free to roam the Earth again? But that's not my question...)I'll add my 2 cents anyway. ;) In the Supernatural-verse, it appears Purgatory isn't the "waiting room that's not-Heaven, not-Hell" place we normally think of, but a place for monsters only (not demons, who're created by Lucifer and hang out in Hell). I don't think there would be any human souls there, other than ones transformed into monsters, such as vampires. Brings up the question about where the human part of the soul goes, or if it's changed too
