Oh no! Do I have to calorie count?

Over the past five years I've lost a decent amount of weight, but I've hit another plateau.  Not one I'm happy with.

Sixty pounds ago my hips and ankles hurt occasionally, my knees almost constantly.  My endurance was crap, but I had killer upper body strength.
Thirty five pounds ago my ankles stopped complaining, and my knees no longer asked for anti-inflammatory painkillers and braces.  My endurance was up, as was my lower body strength.  I had started riding a bicycle everywhere, but having quit a physically demanding job my upper body strength had diminished greatly.  I was no model of health and fitness, but I was content.
I kept dropping pounds until the holidays.  Then I moved to a large city.
For a number of reasons I'm not riding my bike anymore, all of them having to do with large city conditions.  Instead I'm walking, but my hips are pissed!

I have no idea how to ease this.  I do hip flexor, thigh, and glute stretches.  I don't run or jog.  I do some gentle strength training on the area with pilates.  No help.  After a three mile walk there is no comfortable way to sit or lay down.  Five years ago my knees were so weakened that I had to be careful to lift the foot and not turn on the heel or the knee could pop out of joint.  The same feeling of a weakened joint is now in my hips after walking.

This increases my desire to lose weight, but being a cheap ass how do I get cardio?
