Odd Fashion Question

OK, so do you remember back in, like, 1992 or so, when everyone was wearing those floral-print dresses and things-that-looked-like-dresses-but-actually-had-pantlegs that buttoned up the front? Remember how stores used to sell little clippy things that you could use to cinch the waist of the dress? There would be an elastic band, usually covered in

try any fabric stores, walmart, joann's, michaels... or, would the dress work with a thick belt? belted just under the boobs? (that spot works better for me)... there are lots of thick belts out there now...

if its a dress that would do that... or you could take it in at the seams if you feel like sewing, that is probably the last thing i would do, personally, mostly cause i'm lazy and the others are easier. :)
