The New York Times reported today that Obama spoke before a large group of army, navy, marine and coastguard forces in Florida and said he might have to deploy them to help with the cleanup -- a war on environmental hazards, or some such thing. They cheered him on

I thought that the US Federal Government only had the option of deploying military, as it is a federal organisation, while the National Guards are state organisations and could only be deployed by the states. However, I'm an Englishwoman in Australia, so I could be completely wrong
