I honestly don't really know much more than what I said above. A neighbor flipped out and started throwing potted plants in the hallway and trying to lure people into his apparently filth-encrusted unit. The cops eventually showed up and tased him, and he escaped over the edge of his balcony to be apprehended on the street below.
