Where is that line?

The bullying death I wrote about last month has sent ripples through the teaching community. Steps are being taken to ensure that a displincine record is implemented from the next school year. Whilst it cannot help the unfortunate student who died last month, perhaps it will help identify any others in danger and thus prevent further suffering.

According to the newspaper article (in the Okinawa Times morning edition on Dec 3), records were implemented after another bullying death in my town, Chatan, in 2003. However, because these records included information about the students' home environments, relationships with other students and their problematic behaviour, there were objections on the privacy of information front. After this year's death, many people are once again saying that it is needed. The recent death emphasises that the compromising of privacy is perhaps worthwhile if it can prevent any other deaths. The only question is...how effective will it be?
