Okay, so remember how I said in regards to Ace and Glen how Elliot is using anger as a form of empowerment while dealing with them? He can't do this with Yura.

We're not told as much as I'd like about the gap year between Elliot's brothers' death and his appearance in canon. We know that Elliot's mother, after his brothers died, went mad with grief, and then latched onto the idea of living in the Abyss with them forever as an idyllic paradise. This idea was fostered in her by Yura, as we know, and Yura became very intimate with the Nightray family. We're not told how intimate Yura became with Elliot's mother, but we know that she was pretty high up in the cult because of her access to the children of the House of Fianna, and we know that Elliot's father cooperated with Yura in part because they didn't have a contractor for Raven yet and they had an illegal contractor in their house already to do experiments with. (I assume, personally, that the experiments were done with the other contractors and not Elliot personally, though I leave it open for Mochizuki to correct me on that one XD)

In any case, Vanessa and Elliot are in a situation where this really disturbing, creepy individual is really close to their mother, encouraging her to do horrible things out of grief, driving her further insane and, as Vanessa remarks in Retrace 52, their father pretends nothing is happening. This suggests that Vanessa and Elliot tried to tell their father what was going on and their father disbelieved them. Repeatedly. Given how familiar Yura is with Vanessa and Elliot in Retrace 47 and 48, he has known them for a while, knows them quite well and has probably creeped on them in the past too. I personally assume that he did. The scene where Yura meets the youngest Nightrays and while they glare and Elliot balls his fists, they don't tell him to fuck off, essentially, is really telling.

Then the Headhunter arc came to a head (lol!) and Elliot discovered what was going on, what his mother was part of and exactly what Yura was capable of. And yet, he doesn't tell anyone in camp because his father didn't listen to him and Vanessa for a year. Elliot in his head has a kind of hierarchy of people who he can trust, and family are at the top. If his own family won't believe him, if his own father doesn't, then he believes that no-one else will either. Why should Oz believe him? To Elliot's knowledge, they've never met! If his father doesn't believe him, then Oz certainly wouldn't! There's a kind of sick certainty that no-one will ever believe him, so he doesn't say anything.
