Yep, they allow biking as far as I know. I've been nearly run down by a few while on campus. ;)
I like living off campus - one apartment my husband and I really love staying at is Indian Valley by Mike's Place and it allows for pets as well. It may be about two or three miles from campus - I haven't measured the distance but it's less than ten minutes from the apartment to White Hall on campus. PARTA also runs through as well. So if our cars break down, I can easily use that to get to my classes and back.
In regards to biking as transportation, my husband and a family friend have recently biked down to Fashion Bug on South Water St. from our apartments and that was just a test run. I'm confident that you can easily go anywhere in Kent as long as you know the road rules for cyclists and be safe. There's plenty of sidewalks that I can see of as well along with nearby businesses such as clothing, restaurants, food groceries, laundromats, etc.
For music venues - I'm not big on it but I do know there's a lot of bars and several clubs in Downtown Kent.
As for snow ... ooh boy. Be glad Kent isn't any more further north on the map than it is now! Take it from a girl who have lived in the snow belt capital called Chardon, Ohio - about 44 miles north of Kent and typically gets 6+ inches of snow per week. This is tropical compared to Chardon during the winter but yes, I would strongly recommend you get a winter coat, gloves (it's a must) and a hat. Usually, there's light snow. Less than an inch most of the time and it's not a cause of concern but Kent does get an ice storm once in a while along with heavy snowfall. That is when your bike becomes basically useless.
I love living here because it's a great central hub for where I want to go and there's always something happening every week. :)
