Let them react! He'll prove them wrong! Xellos was a bad guy who deserved his reputation, wasn't he? Daigo is good man who just happens to have a bad reputation because he wasn't afraid of letting what people thought of him stop him from doing what he could to protect lives! He deserves a chance to show the world what he really is about.
If we are afraid of letting him have that position just because we are afraid of what others think then we are just masquerading as protectors instead of using what we have to the best we can. Daigo would be an awesome captain, and I know he would give the bad guys something to fear!
Yes, we protect people. But if the people we're protecting have no confidence in us, then we can't do our job. Not unless we want do start resorting to the same tactics that Ravemon used. That's what happens when you put criminals in high ranking positions in your organization.
The attack on the inns? We were not the ones that saved them. We couldn't stop the Royal Base from being blown up. We had to wait for the Area Leaders to mobilize before we made a move on Tetha. And if it wasn't for the freak accident that suddenly enabled ultimate evolution, that battle would have been that much more dragged out. Oh and then there was that thing with the Demon King showing up, killing Ravemon, and swatting our people away like flies before retrieving something.
Thank you for speaking up for me. But a leader cannot lead without trust, from within and without. The souls within DATS would probably follow me because of what I have shown I can do.
However, no organization outside of DATS would work hand in hand with me, and my presence would be more of a detriment than a benefit. Even as a subordinate, I bring scrutiny to operations I am involved in.
For now, at least, I am a weapon to be deployed. And I do that job very well, which is why I am still sent out when it will bring us trouble.

Just... logically, that doesn't really work... Remember the entire Digital Worlds reaction when Ravemon made Xellos his chief of police?
