For nominations do they have to be LJ users? Like for example we can't nominated twilightlexicon since and LJ user doesn't own it.

Not at all, it can be ANY site from the fandom, Lj, Myspace, Facebook, regular website. We want these awards to expand the whole TWIDOM :)

Actually, Alphie and Pel are both on LJ, as are the mods there at the Lexicon. It's just that the site itself isn't an LJ site.

Any LJ community, website, blog, or myspace profile etc is eligible. Basically, anything online open to EVERYONE is eligible for nomination.

So yeah, the lexicon is definitely allowed.
