I'm ignorant or they're crazy!

Ok so I was babysitting for my cousin tonight and she came home and we were talking. Somehow we got on the subject of getting hit on and pick-up lines, and she said that she felt stupid because she just learned from her husband that when a random guy you've never met says to you "i think i know you from somewhere", that he's hitting on you and its a pick up line. Now it does make sense, because what do you do after someone says "i think i know you from somewhere?" you immediately start naming places you could've seen them, and in doing so tell them all about you, like what school you went to or what your involved in. And this would give them an "in", and they would then have a conversation starter...like "o you played basketball? o me too!" and then you would start a convo about basketball.

Now here's the "crowd interaction" part. While it does make perfect sense...is it true? is it really a line? Am I ignorant, or are my cousin, her sister, and her husband all crazy? And even better yet, if it is a line....has anyone ever used it??? lemme know please!!
