PS: I will be quite happy when this paper is done (anticipating 2am...) and I no longer have to ponder, amongst other things, the oh so mystical and powerful use of litigation as a coercive mechanism in systems with fragmented vertical and horizontal authority (aka fancy talk for "federated"). ohmygawd
