You know how the Uchiha clan has a different way of operating than the Hyuuga - it's the same with the Leaf and the Sand. And it doesn't matter when they're from. Shikamaru often talks about people changing. Sometimes they don't.

There are heroes, like the White Fang, who show us why we fight. I believe, I mean I have to believe there are only a few people obsessed with the rules. My teammate for one. And it looks like he comes around. We fight to protect the village and each other. If we were just fighting to steal scrolls or kill people needlessly, I don't think Konoha would be the place it is in my time, or in yours.

I know and believe that the rules aren't what is most important. And I think that a lot of Leaf ninja, agree! But on missions, don't we try to behave as ninja by the code? ... as far as the other side can see, I mean... So it may be that the Sand ninja have other values, too, and want peace as much as we do.
