I'm on a Tutorial roll. I have some requested stuff I want to get in, so maybe I'll work those into tuts by today. Here we go!
How to make this is Photoshop:
*Won Second Place in Week Two at level_ten
First of all, have your base ready. Manga images work best in this tutorial, so I suggest you use one. I'll be using a picture of Rukia from the manga Bleach. Here is my base:
*Colored using this tutorial.
Now, we duplicate the base and set it to Multiply at 50%. Now, I take this texture by ashke_icons, and I have changed the color from pink to green, to match Rukia's tank top. Set it to Multiply, and erase the parts covering her face, arms, and shirt.

Create a new layer, and fill it with #FFFFCE (yellow). Set the layer to Multiply. Create another new layer, fill it with #FF8284 (pink), and set it to Hue at 50%
Duplicate the base layer, drag it to the top, and set it to Soft Light at 50%. Do the same with the texture layer, and drag it on top of the most recent base layer. Add text and brushes, and you're done!
