I don’t have any in depth knowledge of the fostering system but I did do some research on the topic and spoke to a few people who foster. They informed me that with emergency placements, the children can arrive hungry, with no belongings and dirty, and not like just playing outside dirty actually from head to toe filthy. One of the foster parents told me she had a little girl arrive in the middle in night after her mom had been murdered, and even though social services had been the ones to give the kid socks and shoes to wear, it wasn’t until the foster carer removed them later that anyone noticed that the poor girl’s feet were absolutely covered in her mom’s blood. Another had a child arrive on an emergency placement after being taken away for suspected neglect and it was the foster parent who discovered that the child’s back was covered in blisters from scabies.
I do understand your point though and I know they probably wouldn’t arrive in a state as bad as Sam and Dean, and the mistakes on social services part wouldn’t have been so extreme.
