I made my own rule :)
I before E except after C is a weird efficiency of leisurely policies of ancient foreign societies, who feign logic like a glacier during a seismic event. It is however a feisty rule when weighed at the height of popularity, though it is a counterfeit rule and should forfeit it's legitimate place rather then deify logic.
