 so i've been trying to keep up with Torchwood on line (still re-watch it on BBCA but hate waiting) and have come across a reference that I just don't get.

So, in "A Day in the Death" Owen is given a T-shirt with Tin Tin on the front, sees it and makes a snide Owenesque comment.  What's the significance of Tin Tin?  I'm lost.
