Aha, see, it's not kinda against regulations, or really against regulations, or just plain against regulations. It's "incredibly" against regulations, meaning it's so against regulations that Jim almost can't believe it.

my favorite bit is the compatible blood type, actually. i felt so clever when i came up with that one. :P

And this is Jim we're talking about, here, whose belief in regulations is shaky at the best of times.

And justifiably so; I've heard of vampires having favourite blood-types, but never before have I heard of them seeking out compatible types as a matter of practicality.
